New Rules for the employed/self-employed aliens with no permit for permanent residence in Georgia shall enter into force on 1 March 2026.

In accordance with the amendments to the Law on Labour Migration, starting from 1 March 2026, employment of an alien with no permit for permanent residence in Georgia with a local employer and the performance of paid work (including remotely), as well as entrepreneurial/labour activity in Georgia (including partnership, independent contracting or otherwise engaging in entrepreneurial activity/labour activities) of an alien with no permit for permanent residence in Georgia, the purpose of which is to obtain economic benefits, are allowed only after this alien obtains the right to work.

The right to work

The right to work shall grant an alien who does not have a permanent residence permit in Georgia a special right to have a labour relationship with a local employer (in Georgia or remotely) or to carry out labour/business activities independently.

The right to work is granted by the LEPL - State Employment Support Agency of the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia.

The process of granting the right to work (submission of an application, information and documents, payment for services, notification of decisions, etc.) shall be carried out through an electronic system on a special portal: www.labourmigration.moh.gov.ge (Note: the portal shall be available from 1 March 2026).

A labour immigrant shall obtain the right to work through a local employer, while a self-employed alien - directly.

The right to work shall be granted to a labour immigrant with the right to work for a specific local employer, in a specific position, while in the case of a self-employed alien - with an indication of a specific specialty and field of work/entrepreneurship.

The transfer of the right to work to another person in any form shall not be allowed.
